 The HTTPS Everywhere toolbar button can be moved with
 View->Toolbars->Customize, but a lot of people don't know about that and
 wish they could move it anyway.

 Alongside the Rulesets and Observatory preferences, we could perhaps have
 a tab with buttons that make the button appear/disappear in various
 places.
