Comment:

 This behaviour was added intentionally in
 [https://gitweb.torproject.org/tor.git/commitdiff/c2103eb63a15d2bb840e4ce7932ff12f21c95145
 commit c2103eb63a15d2bb840e4ce7932ff12f21c95145] (first released in
 tor-0.0.8pre1), and I do think it's a bad idea.
