Comment:

 Alright, this appeared to be an easy fix. There was just a crazy condition
 trying to only allow cookie protections if you wrote cookies to disk. But
 it also makes sense to protect memory-only cookies so you can clear them
 during a running session. There was also another bug where it referenced
 the wrong component name for the cookie jar. That is fixed now too. It
 seems to work. Woo-hoo!

 Fix is in origin/master. Will appear in 1.3.3/1.4.0.
