Comment:

 Potentially useful.  The hard part would probably be figuring out what to
 do with SAVECONFIG when includes are used: if we don't have to support
 them both at once, that 'd make it easier.

 Also potentially useful is to support wildcards so we could say "include
 ~/.tor.d/*" or such.
