 If incoming are failing and outgoing are suceeding, I suspect that this is
 one of those openssls that needs its "yes let me renegotiate!" magic
 patched in, and that it needs said magic patched in repeatedly since it
 likes to forget it.  are we failing at the step where the client tries to
 renegotiate?
