Tor 0.0.7.3 is out

People have been reporting coredumps on their 0.0.7.x servers from an
assert error that we fixed in 0.0.8pre1. This is a back-port of a fix
for it.

Servers only need to upgrade if they're getting coredumps. Clients should
still be fine with 0.0.7. Everybody should consider upgrading to 0.0.8pre
anyway, since it's got more features and (I believe) is just as robust.
Improvements since 0.0.7.2:
o Stop dnsworkers from triggering an assert failure when you
ask them to resolve the host "".
