    fixup! Bug 40926: Implemented the New Identity feature
    
    Bug 41412: New Identity shows "Tor Browser" instead of "Restart Tor
    Browser" in unstranslated locales
    
    Fixes an error from !393 in locales that don't have a translation of that
    string, yet.
