 `fenix_toolchain5` (https://gitweb.torproject.org/user/gk/tor-browser-
 build.git/commit/?h=fenix_toolchain5&id=2b8bbc4b72caca118c9201dea1ed7b839217aa0a)
 has it (I forgot to remove the `git` requirement for applying the Windows
 patches, which we don't need with clang 9 anymore)
