Comment:

 Cookies (and other persistent web data) are isolated by first party, and
 automatically cleared when closing the browser, or getting a new identity.
 Otherwise the functionality is not removed, only the UI. Feel free to
 change `network.cookie.cookieBehavior` - but I recommend you don't or you
 will stand out : `0`=Accept cookies and site data, `1`=Block all third-
 party cookies, `2`=Block all cookies (as of right now)

 DNT is `unspecified` by default by Tor Browser, so all TB users look the
 same in this regard. Again, I recommend you do not change this (also
 behind a pref), otherwise you will really stand out. It is also loosely
 tied into Firefox's ETP.

 The entire about:preferences#privacy Enhanced Tracking Protection (ETP)
 section, including the DNT option, was removed from the UI because .. as
 gk says: https://blog.torproject.org/comment/284777#comment-284777

 > That UI is misleading in a Tor Browser context, though, as it claims the

 case in general and definitely not in Tor Browser's context

 So, long story short: you don't **need** these: change at your own risk
