 99% positive this is a duplicate of #27845 - see
 https://bugzilla.mozilla.org/show_bug.cgi?id=1418537#c10 and previous and
 subsequent one for Linux and Windows results of TB (and FF) with toolbar
 and normal density

 I just did a test in a VM using openSUSE with KDE Plasma (new window after
 each change)
 - no toolbar: 1000x900
 - compact toolbar: 1000x800
 - normal toolbar: 1000x898
 - touch toolbar: 1000x894

 Unless you need OP to confirm he had the toolbar open with icons on it
 (the icon cause the extra padding)
