Comment:

 Do you have an antivirus/firewall software which could be interfering
 here? If so, which one is is? Does Tor Browser start correctly if you
 uninstall that software for testing purposes (deactivating is often not
 enough)?

 What happens when you download a fresh copy and install it into a
 different location and try to start it?
