 paragraph or change it in a way that reflects what we actually block with
 the patch.
 One question regarding that commit, will the `meek-http-
 helper at bamsoftware.com` exemption still be needed? I think that is a
 bootstrapped extension, which will not work in ESR68, and from what I see
 in #29430 the plan is to replace it with something else. Should we also
 remove this exemption here?
