New description:

 Right now, all formfill history is tied to the "block history writes"
 setting in Tor. If this
 setting is enabled, it disables both read and write of forms/logins, since
 this is all that
 about:config settings are able to do. More fine-grained control may be
 achieved by implementing
 a ton of interfaces. Possibly all the ones at:
 http://www.xulplanet.com/references/xpcomref/group_Formfillin.html and
 then a couple more.
