New Tor Circuit wasn't, is that intentional

shortcut `Ctrl+Shift+L` as suggested in comment:12, is that by design?

> These are good questions. I'm not sure what the right design decision
is. For now, retaining the original menu item means the Ctrl+Shift+L still
works and is still indicated. But do we want to remove the menu item and
show the keyboard shortcut on the button instead?
The plan is to not have the circuit display and related functionality in
the Torbutton menu anymore (and ultimately not even in Torbutton itself
anymore), so, yes, I think we should remove the menu item in the Torbutton
menu, keep the shortcut but make it visible in the new doorhanger.
I feel, it's not critical for getting v1 of this redesign out to users,
though. (We could do this in a follow-up accumulating other changes we
want found while testing)
