Comment:

 This happens due to a race between the time bootstrapping completes and
 the closing of the progress window (Tor Launcher adds a 250ms delay after
 bootstrapping completes before it closes the progress dialog; that is done
 so that a progress bar that shows 100% will be displayed). The reason you
 see "Tor is not working" is because while the progress window is waiting
 in the 250ms delay before it closes, one of your clicks on "Open Settings"
 registers and causes or Launcher to disable networking (which of course
 means no working Tor).

 We just fixed a similar problem recently as part of our work on #23262, so
 I am not sure what to do with this ticket. We could backport the fix to
 7.0.X or 7.5aX, but this problem doesn't seem super-critical to me.
