Comment (by yawning):

 Under the assumption that it's "less bad" than the alternatives, the
 sandbox forces software rendering (#20858).

 While it is just an env var, for that to be a workable solution in
 anything I'd consider stable, you'd need to fix #20866, or you will just
 end up breaking all of WebGL on systems that have more modern libraries.
