Comment:

 whoo its now solved by config path variable in windows machine command
 prompt while the torrc config file is writing in linux form.

 they have vary difference about relative path notation.

 according to what is metioned by kpdyer.

 Now problem is completely eliminated, even if leave relative notation in
 the torrc-default or torrc config file not changed it to absolute path
 notation, its works like a charm.
