Comment:

 Both [https://www.howsmyssl.com/] and
 [https://www.ssllabs.com/ssltest/viewMyClient.html] do not list RC4 as
 supported by the current Tor Browser. Also #17369 disabled RC4 fallback.

 So this issue is now fixed?
