Comment:

 The lack of support for VoiceOver is covered by #14923, so I am resolving
 this ticket as a duplicate.

 You can trick Tor Launcher into skipping the initial setup wizard by
 editing prefs.js within your Tor Browser profile and adding this line:
   user_pref("extensions.torlauncher.prompt_at_startup", false);
 Before doing that, you will need to open Tor Browser once to cause the
 profile and prefs.js file to be created; you can find that file at
 TorBrowser-Data/Browser/RANDOM.default/prefs.js (where RANDOM is a
 randomly generated name).

 Unfortunately, if Tor Browser later detects a problem during startup in
 the future it will open the setup wizard, so you may need to edit prefs.js
 again.
