#16213: Tor Browser failing to start - Windows 7

I've experience this problem an awful lot. When attempting to launch tor
browser bundle firefox never displays. Tor.exe launches successfully and I
can see the process running in the task manager. I'm able to connect other
software to the socks proxy and use tor without issues. Furthermore,
firefox.exe does start and is listed in my task manager. However, firefox
never actually shows up and I'm unable to use it.

Attempting to start the browser again results in the error message asking
me to close the currently running firefox instance. The only way to do
this is to kill the firefox process in task manager. Doing so and then
attempting to launch tor browser again give me the same result as before,
 no firefox displayed.

This problem has been persisting for a while. It doesn't effect me all the
time. Recently I completely reformatted and re-installed windows 7. I took
this opportunity to run tor browser by itself on a totally clean win 7
install with nothing else running. The bug was still present.

Not sure what to do about retrieving logs so any guidance on this would be
appreciated. The bug is seemingly random, on occasion tor browser will
start up just fine. Despite this I'm sure I can re-create the bug again
 for the purpose of logs.
