 I just dupped #8493 to this, as this ticket has a better description.

 Garrett Robinson also pointed out on tor-talk that Privacy Badger has a
 learning heuristic that causes it to alter behavior based on your browsing
 history. That is especially shocking, and making me think that we should
 be warning users more vocally about installing *any* addon.
