 - Preferences > Privacy > Use custom settings for history
 - Untick "Always use private browsing mode". TB will now restart
 - Visit website with self-signed certificate
 - Tick "Permanently store this exception"
 - Clicking [Confirm Security Exception] won't have any effect. The button
 is non-functional without any feedback to the user

 I would have expected the "Permanently store this exception" checkbox to
 be disabled (i.e. read-only in the off-state), rather than having a non-
 functional button that confuses the user.

 This is probably related to the securty.nocertdb pref from #12998.
