Comment (by arma):

 One reason would be to tell your Tor to stop making network connections --
 maybe you've moved to a network that you're uncomfortable
 making/attempting Tor circuits on, but you don't want to close the tabs on
 your Tor Browser yet. Effectively it would be the same as setting
 DisableNetwork on and off.

 (I think there's another overlapping ticket out there somewhere? I
 remember some discussion from Lunar et al about a phrase including
 "offline".)
