Hi Matt,

It used to be 12:00 UTC on Tuesday. In Paris we discussed
moving it later, and since I have become the regular
sender-out I have been aiming to get it done by 19:00 UTC.
In practice, though, over the last few weeks it has been
getting later even than that, which is probably a habit I
should avoid.

Also, we now do not do the numbering of footnotes until just
before we send the mail. So if you want to add in the help
desk round-up, as far as I am concerned it can be any time
before the end of Tuesday or early Wednesday.

I'll be writing this week's items over the next few hours.
