Well, there's the "easy" keyword:

However, that keyword is not used consistently between the various
code bases in Tor, and sometimes it's unclear whether tasks are still
recent.
But I think both are good approaches: have a list of easy tickets and
highlight one or two in the newsletter.
Maybe the person who works on the newsletter column (which may be
harmony---yay!) could ask product owners to go through their tickets
and mark some of them as easy, and then pick one or two of those.
