[TWN team] Automatic notifications for wiki changes

Hi!

As an experiement to see if it helps more people to get involved in
writing TWN, I have just set up automatic notifications for wiki
changes.

The current approach is pretty raw: changes are reported every two
hours. No mail is sent when nothing has changed.

We'll see if that's too much burden or if it helps… :)
