[network-health] Remove old relays

Hi there, 
you can simply shut down the Tor process gracefully, and if you want to start over with a fresh relay, you should delete the content of the DataDirectory you specified in your configuration file, specifically `` keys/ed25519_master_id_secret_key and `keys/secret_id_key-` ``

If you have already removed all data, and want the relay to disappear from Tor Metrics, it will be removed from there exactly 7 days after you shut down your relay.
