I would expect that bytes to or from an internal IP address, such as
0.0.0.0, would not count for usage stats.
I haven't checked the code, but I bet this is why the ExtOrPort is really
important for getting the stats right -- it tells Tor which IP address
the traffic is "really" coming from, so it can account for it properly.
