Bandwidth history is always a bit behind advertised bandwidth.
The reason is that bandwidth histories are contained in extra-info
descriptors. Relays typically publish new extra-info descriptors every
12 to 18 hours, and we need to wait for all bandwidth histories for a
given UTC day to come in.
Advertised bandwidths are contained in server descriptors, and we use
whichever server descriptor is referenced from a consensus to compute
advertised bandwidth. This means we only need to wait for the UTC day to
end before computing total advertised bandwidth.
