[metrics-team] atlas merging into metrics web?

For now, there is not. We intend to simply include the JavaScript
application embedded in the resources served by metrics-web. I can also
handle redirections when we make the change (URLs use fragments, so
server-side redirects would not work).

Later on we may need some help in removing atlas.torproject.org from DNS
and from the static mirrors, but we're still a way off for that.
