1- I'm guessing you took this sample from dist.tpo? In that case I
wouldn't be surprise, since that address is blocked to Farsi speaking
users anyways. We should compare these with gettor stats.

2- Farsi version of Tor Browser makes everything RTL (including URL bar)
and that's kind of a deal breaker for many users.
