 #23854 added an ATOM feed for the news page. It also laid down enough
 framework that adding an iCalendar feed would be relatively easy.

 I'm adding this with a low priority, but if there are requests for it to
 be increased to medium (indicating that it would be used) then we should
 change the priority to medium.
