[consensus-tracker] Alert: Relay Count Threshold Broken

Ack! Sorry about this, it's a false alarm (and might have one or two more
for a little while). I upgraded tor on my relay without remembering to
restart the consensus tracker script so it's playing catch up (ie, it hasn't
seen relays from the last week so it thinks that they're all new). It should
mellow in a day or so. -Damian
