[consensus-tracker] Alert: Relay Count Threshold Broken

Ack, sorry about this one. The script had an unexpected exception when
connecting to gmail so I added additional exception handling and a single
retry. However, it looks like when restarting the script it failed to find
the cached relay results so it thought everything was a new relay. Lovely...
